For Prime Minister: External Affairs telegram No. 138 [1]:

Some doubt now exists as to whether the Japanese Ambassador at London [2] was correctly informed as to the attitude of his Government. Steps now being taken to check the position through the British and American Ambassadors. [3] If the Japanese Ambassador’s view confirmed, procedure will be down the lines of Department’s cable No. 138, with the addition that, even if acceptance of parties not obtained before reassembly, Conference should not proceed but allow further time for Anglo-American action.
