Your 431. [1] In my opinion the Prime Minister’s view is sound but so long as the matter goes to the Security Council speedily there is a good chance that it will direct or at least recommend immediate cessation of hostilities. If that is done commission of enquiry might also be fruitful. The main principle is that this is a situation contemplated by the Charter and that it is not [2] essentially a domestic matter. Statements of charge can be elaborated by Bailey for Hodgson’s assistance.
