MOST IMMEDIATE SECRET

1. The text of the Prime Minister’s statement and supporting comment on the general line we wish to follow has been sent for transmission to the Governments of all members of the Security Council except Poland, Syria and Belgium.

2. In each case, the points mentioned in paragraph 4 of the telegram of 30th July [1] have been made, and also the importance to the future status of the United Nations and Security Council of a quick and effective decision has been emphasised.

3. My immediately following telegram [2] is an outline of the speech you might make. You may not wish to follow this in detail, but it will give a clear indication of our considered views and the general line it is desired by the Prime Minister you should follow.
