1. It is proposed to enter into early discussions in Java with Indonesians and, so far as necessary, with Dutch also, on questions of trade, shipping and representation.
2. Immediately following telegrams contain:
(a) Text of message conveyed by Moodie to Sjahrir, in Delhi. [1]
(b) Moodie’s report of Sjahrir’s reception of proposal. [2]
(c) Instructions to you for action after perusal of (a) and (b) which are for your own background information solely. [3]
