Your 109. Bevin should know that in this matter the initiative should be with Australia and we had proposed to call a Conference probably in May in Australia of the members of the British Commonwealth represented on the Allied Council to discuss peace settlement. After such conference it should be possible to submit agreed views to Washington. [1]
