Korea.

1. This morning’s press carried announcement that acting Secretary of State Lovett in note delivered to Molotov 28th August proposed that Soviet, United Kingdom, China and United States participate in a four-power Conference in Washington on 8th September to discuss future of Korea. [1]

2. Text published this morning states that copies were being transmitted to United Kingdom and China together with invitations.

3. Assume Commonwealth Relations Office London will have cabled you full text.

1 The Soviet Union replied that it would not agree to four-power talks, preferring to continue in a bi-lateral relationship with the United States.
