My telegram No. 110. [1] KIRBY.
The Secretary General sent for me this morning and asked me to advise you that in their opinion the moment has come when Kirby’s presence at Batavia might be important factor in success or otherwise of discussions which they anticipate on the basis of the Cochran plan. I said I would transmit this to you immediately.
2. I took the opportunity of speaking to Lovink on general lines of para. 2 of your telegram No. 97. [2] He seemed receptive and said he would have the matter looked into.
