IMMEDIATE CONFIDENTIAL
Indian representative [1] at New York has received instructions [2] to join with Australia in placing Indonesia on agenda. Meeting of Asian group takes place in New York tomorrow and we have instructed Hood to join with Indian representative in placing item on Agenda if he so wishes, but at the same time expressing the view that it would be preferable for the item to be placed on the agenda by all or as many as possible of the 18 countries acting together. Possibly Indian representative will seek instructions on this basis.
