IMMEDIATE CONFIDENTIAL
1. Your telegram 1912. [1] Have discussed present situation fully with Foreign Office and as result British Ambassador [2] at The Hague has been instructed to see Stikker today to impress on Dutch need for intelligent and prompt consideration of the proposals set out in your telegram 1913. [3]
2. United Kingdom authorities still fear that an Assembly debate may only tend to reinforce intransigence.
3. Reference paragraph 2 of Draft Netherlands Statement, United Kingdom has suggested to Dutch from time to time that the Netherlands Government could satisfy their critics by returning the residency to the Sultan. They claim that this would ensure effective control by the Republican Government. Paragraph 5 regarding the number of Republican members is thought quite reasonable and in accordance with what United Kingdom has urged on Dutch.
4. Have just received your telegram 1920 [4] and have spoken to the Foreign Office accordingly.
