KOREA Contents of your telegram 342[1] were telephoned to Jamieson this afternoon 14th August. I emphasized instructions to return to Tokyo as soon as possible. Jamieson said that the Commission this morning voted 4 to 2, India, Australia, against with Canada abstaining to consult Rhee in terms of his letter.[2] The French delegate has now submitted a motion that the Commission should adjourn and meet elsewhere to consider reports.
_[1] Dispatched 13 August 1948. It instructed Jamieson to return to Tokyo at once ‘to avoid any possible embarrassment and public comment on our attitude’ in relation to the transfer of authority from the United States occupation forces to the government of South Korea in a ceremony on 15 August 1948.
[2] In a letter dated 6 August 1948, Rhee notified the commission of the formation of the Government of the Republic of Korea and requested consultation with the commission.
