(Austdel 185) Paragraph 4 rejected by 29 for with 23 against. Paragraph 9(a) by 24 for with 19 against. Paragraph 9(b) by 26 for with 20 against. Paragraphs 11(a) and 11(b) each by 25 for with 20 against (administering powers except New Zealand, who abstained, Scandinavians, Canada, Dominican Republic, Greece, Iceland, Luxembourg, Netherlands, Nicaragua, Panama, Peru, Siam, Turkey and South Africa).
