Your telegram 20. Returned to Rio de Janeiro yesterday. Brief answers to your telegram are:
1. Argentine Minister of Foreign Affairs undertakes to propose and strongly support Australia for Presidency in the preliminary meeting of the South American States before opening of General Assembly. Argentine will not stand for Presidency.
2. Agreeable but there are technical and other difficulties. Foreign Office strongly suggest opening modest legation with charge d’affaires.
3. No purchases. No agreement.
4. Unfavourable.
