You should proceed immediately to Geneva to supervise the drafting of the report.

_[1] Dispatched 16 May. Hodgson suggested that he attend the final week of the drafting committee’s work when conclusions and recommendations would be drafted, because ‘once they have been agreed to by nearly all the principal delegates there it will be difficult to amend them here subsequently’.
