Please inform PRC Ambassador that you will be seeking an appointment with him tomorrow to propose the opening of negotiations for mutual recognition and the establishment of diplomatic relations. (The Prime Minister–elect will probably be announcing this at a press conference tomorrow afternoon our time 5th December.)
2. Detailed instructions will be sent to you tomorrow as soon as they have been cleared with the Prime Minister-elect.
