South-East Asia Defence: Australian Policy

This intervention by Mr de Zulueta is rather odd. 1 But although there have been ANZAM meetings since Aug ’62, as far as I know there has been no ‘joint study of defence problems in the area’ by all three powers.

As I have minuted on other pp. we ourselves are in no position militarily to formulate any requirements in Australia; and, politically, we have been very cagey about taking anything but a very guarded initiative with Mr Menzies (Rumours of ‘scuttle’ etc).

So Mr de Zulueta is really one step ahead of what we have hitherto thought was policy.

Defence problems in South-East Asia and Australasia in a situation in which the facilities of Malaysia might no longer be available to us, e.g. in Singapore

I asked General Price 2 in the C.R.O. whether his Department had replied to Mr. de Zulueta.’s enquiry whether, as implied in Canberra telegram No. 709. of August 31, 1962, the United Kingdom, Australia and New Zealand had got together to study defence problems in South-East Asia and Australasia in the event that facilities might no longer be available in Malaysia.

2. General Price said that the Private Secretary had replied drawing attention to the C.R.O. brief for discussion with Sir R. Menzies, which reads:–

‘We have no further views since messages were last exchanged between the Prime Minister and Sir R. Menzies (i.e. 1962)3 to the question of what would happen in a possible situation in which the facilities of Malaysia might no longer be available to use, e.g. in Singapore. We may tum to this question again once Malaysia has been established and we can see how it shapes up.’

3. The records of discussion between the Prime Minister and Sir R. Menzies and the latter and Mr. Thorneycroft gave no indication that alternative arrangements, e.g. the Australia base, were touched upon. General Price confirms that no formal discussion, whether political or military, has ever taken place with the Commonwealth on the possibility of the United Kingdom setting up a base, with the others, in Australia.

4. From the political point of view the Foreign Office have always been averse to raising this while Malaysia was in suspense lest we give the impression that we are about to scuttle. From the economic point of view the Treasury have never been willing to contemplate the expense. From the military point of view our planners have not been able to make up their minds that a base in Australia would serve any useful purpose. First, because they would want to know the political commitments and objectives which such a base should fulfil (and these cannot be given); secondly, because they would want a forward operating base, e.g. in Borneo or elsewhere; thirdly, because the development of longer-ranged air transport might mean that a base in the contemporary sense would be unnecessary other than for the ‘close defence of Australia’.

5. Mr. Warner has always felt strongly that as a matter of common prudence we should have long since given serious planning consideration to the possibilities of an Australian base. Whether this view is prudent or not, the fact is that no such consideration has been given to the problem either by the United Kingdom alone or in consultation with the Commonwealth. Nor is there any likelihood of such consideration taking place unless the Prime Minister directs.

If the present talks between Singapore and Malaya break down, Departments will have to consider an Australian base and I think the F.O. should, if need be, take the initiative. Even if Malaysia comes into being as planned, however, there are so many contingencies that could restrict our use of the Singapore base, that examination of an alternative seems only common sense.

Malaysia is now agreed with the omission of Brunei. Our tenure of Singapore would thus seem4 to be assured and there will be a tendency on the part of the Services to count on Singapore for all time. I myself think we can count on it for 5–7 years, but that we should use this breathing-space to readjust our stance, perhaps with a main base in Australia and a forward operating post in Singapore which we should stand a better chance of preserving if we reduced the present enormous clutter of the base. But for the moment we need Singapore to deal with the Indonesian threat and we will not be asked to withdraw until that threat is over. But in the middle-term (say 1968) with a more left-wing Gov. possibly in Malaysia, there may well be pressure on us to leave Singapore and in my view we should prepare against that day by a gradual withdrawal of the ‘non-teeth’ areas of Singapore. The financial implications of a new ‘base’ elsewhere are such that this is not the moment to raise it. Further talks with the Australians might however lead on to discovering the extent to which they would be prepared to finance, though probably not man, a base in Darwin or Cockburn Sound. This could come into the next round, or the next but one, of the strategic review discussions, but needs to be handled with extreme delicacy and the timing must be right.
