Your account of the talk you had with Arnold France1 on the morrow of the Brussels breakdown was altogether fascinating. 2 Arnold is such an out and out zealot for British entry that the rebuff must have taxed even the iron self-control he has over his feelings; but his response, as you note, must have been as close as anyone could get to the line the inner core of Whitehall was trying to take.

I am fond of Arnold and admire his singlemindedness. I fear though that, intellectually, he suffers the same sort of disability as I have, optically, when I shed my lenses to don the heavy specs. Straight ahead vision is perfect; look sideways and things take on the most peculiar shapes and directions. Give Arnold a straight ahead course and he will pursue it relentlessly. The trouble is however that everything on either side of him is for the time being shut out from view, or at best seen most imperfectly. On the Common Market issue, of course, I am quite sure that, like others round him, his dismissal of the Commonwealth and indeed of the wider world as an alternative for Britain is a necessary part of his defence against any assault on the policy line he has adopted or has been given to follow. Perhaps it is a little unkind to recall that when I first knew him in 1952 he was just about as heavily sold on convertibility and freer world trade and payments as he now is on the Common Market.

Official sympathy for the British Government has been expressed here. I would not however care to say how deeply or strongly it is felt. For my part I have no share in it whatever. There is not the slightest doubt in my mind that to get into the Common Market, chiefly for reasons of their own, political and otherwise, the British Government were prepared to sell out the Commonwealth and perhaps anyone else that stood in their way. So far as I can see they had pretty well accomplished this by the time de Gaulle put his foot down; Jack Campbell3 confirmed that view entirely when he got home. His remark was that Britain had only to give a few more things away and they would have been able to sign on the dotted line even for de Gaulle. Could it be that de Gaulle and his astute officials having realised the British game, saw the looming possibility of a more or less complete British surrender and decided to act to prevent the embarrassment it could have been for them? I have been quite certain all along that chaps like Wormser4 were dead against the British coming in and were prepared to do almost anything to prevent it.

We are of course hearing plenty of the story that this is not to be regarded even as a breakdown in the talks,—merely a postponement of issues. I wonder!! But it seems hardly conceivable that the talks can be resumed unless and until de Gaulle subsides from one cause or another.

What about the domestic political situation in the United Kingdom? Even after the Macmillan purge I cannot believe that the Cabinet is anything like 100 per cent behind Macmillan. So far as my little knowledge goes the inner Ministerial core comprises Macmillan, Sandys, Heath and Home. Each of them is acting for different motives of his own. Macmillan is looking for that niche in history he so much covets; Sandys is trying to make a comeback, and, in any case, he has been so lavishly insulted all around the Commonwealth that he could hardly be blamed for turning his back on us; Heath sees this as his great chance to make the higher ranks of Government; Home, a Ministerial Arnold France, is following a Foreign Office line. But what about the chaps like Butler and Maudling? It would be asking too much to believe that they have both diced their earlier convictions on the Common Market. Both too have ambitions yet to realise and also scores to settle with people round about them. Is a palace revolution beyond the bounds of possibility? At any rate, my own hunch would be that a change of leadership, bringing Butler to the top, would probably be about the only chance the Conservatives have of avoiding electoral defeat, and if this is so, the count down within their ranks may already have started.

Comment here was largely muffled but my own sense of it would be that there was generally a reaction of relief.
