Your telegram 9th April. [1] In view existing war situation and staff arrangements pending in connection Tokyo Legation would be glad to know whether Lothian’s [2] proposal is regarded as urgent.

If not would prefer that question of Officer’s [3] transfer be deferred. If proposal is urgent possibly some arrangement could be made in London by Foreign Office not involving transfer of Officer.
