The orders which had been prepared to issue to the Commander-in- Chief of the China Station [2] have not in fact been put into effect and have been suspended for a few days pending further consideration of the matter in the light of the views expressed by the Commonwealth Government. I shall telegraph to you further on the matter as soon as possible.
