In Casey’s [2] absence in Wisconsin on May 26th, I delivered to President a message from Mr. Menzies urging USA to make aeroplanes available. [3] Today I have conveyed to Mr. Sumner Welles [4] views set out in your telegram No. 344. [5] He promised to convey them to President immediately and asked me to tell you that you can be certain that in view of his own and the President’s regard for you they will receive the most careful attention.
