My telegram of 5th December No. 405. [1] Please inform the Prime Minister [2] that the joint report by the United States staff committee and United Kingdom delegation on staff conversations at Washington January to March [3] has been considered by the Defence Committee of the War Cabinet here, who gave it their general approval.
2. We now propose to inform the United States Government that we are in agreement with the report but before doing so we should be glad to learn whether the Dominion Governments concerned also concur.
3. Representatives of Chiefs of Staff in Canada, Australia and New Zealand were associated with the United Kingdom delegation throughout the course of the conversations and copies of the report were communicated to Dominion Chiefs of Staff who will have submitted the report to their respective Governments.
4. Copy of report was given to Mr. Menzies [4] during his visit here.
