Your telegram 86. [1] All merchant shipping under British naval control has already left Singapore and naval and other offices for dealing with it including Harbour Board have been closed. Full programme demolition and denial is now being carried out including destruction of all money not in private hands. Except as a fortress and battle field Singapore has ceased to function.
