Minister is prepared accept your view that attempt might be made to obtain agreement on basis of your draft articles 1, 2, 3, 4, and 8 (ratification).

He notes however that Preamble is not appropriate to abrogation of extraterritoriality only, as it visualises general treaty relations.

Suggest therefore Preamble on following lines:

Begins:

His Majesty &c. and the President &c. desiring to settle certain matters relating to jurisdiction in China have decided to conclude a treaty for that purpose and to that end have appointed as their plenipotentiaries.

Ends.

Would you now proceed accordingly but telegraph final text before signature.
