IMMEDIATE TOP SECRET
My telegram 17th August D. No. 1482 [1] control of Japan.
The United States Ambassador has communicated proposal of the United States Government for early establishment of a Far Eastern Advisory Commission to be composed of the United Kingdom, United States, Union of Soviet Socialist Republics and China as the four major Allies who signed the Moscow declaration together with such other of United Nations in the Far East or having territories therein as major Allies might agree upon.
2. The United States Government propose that these additional participants should be Canada, Australia, New Zealand, France, the Netherlands and the Philippines.
3. The text of the terms of reference proposed by the United States Government for the Far Eastern Advisory Commission is contained in my immediately following telegram. [2]
4. The United States Government have made communications in similar terms to the Soviet and Chinese Governments.
5. We are urgently considering this communication and will telegraph further as soon as possible.
