LEGATIONS, WASHINGTON AND JAPAN This matter was discussed by Cabinet and it was agreed that an appointment should be made as soon as possible to Washington, such an appointment to be left to the Prime Minister [1] alone, who invited suggestions from Ministers individually. [2]
