Reference your 69. [1] Opinions of Ambassador [2] have been under consideration by Commonwealth Government in conjunction question mentioned my immediately succeeding telegram [3] but Minister [4] before submitting any views to United Kingdom Government wants to know if telegram of March 23rd [5] was shown to you at your discretion only or was it understood it would be communicated to Commonwealth Government which would be free to submit comment on it to United Kingdom Government.
