Your telegram of 6th April [1], Australia Timor Air Service.

Portuguese Government are in principle agreeable subject to satisfactory negotiations on basis of reciprocity.

Governor of Timor [2] is being instructed to afford facilities to a responsible officer of the Australian Civil Aviation Department to examine the question in conjunction with the local authorities.

Portuguese Government also hold it desirable to establish a period within which the service shall be inaugurated and that agreement shall lapse if the service be not inaugurated within that time.
