The Minister agreed this morning that we should prepare for him an instruction to Renouf to seek to reopen matters with the Chinese with a view to probing them about the possibility of their according to us something similar to the arrangements they have announced with the Americans in the fields of various exchanges of people and trade.
2. He also would like some notes on the possibility of his raising the matter himself with the PRC representatives at ECAFE. He does not want at this stage any leaks about the fact that he will be taking with him a Chinese speaker.1
